Method includes the following steps: determining a first codebook used to send a first downlink data stream to a terminal device; determining one or more second codebooks for sending a second downlink data stream; determining the codebook indication information used to indicate the first codebook and one or more second codebooks; and sending the information of the codebook instruction to the terminal device. Network device sends the codebook indication information used to indicate the first codebook and one or more second codebooks to the terminal device, so that the terminal device can determine the codebooks used for all data streams, which are carried in the same time-frequency resource, and could decode, according to the codebooks, the first data stream sent by the network device to the terminal device.
