SUBSTANCE: technical result is achieved by the fact that the terminal device receives configuration information sent by the network device, wherein the configuration information is used to configure a non-scheduling resource; and the terminal device starting, when the condition is met, the first timer, wherein the resource not involved in scheduling is not used to send uplink data within the duration of the first timer. According to the method proposed in the embodiments of the present application, a timer is installed in the terminal device, and the timer is used to indicate to the terminal device whether to send data in the non-scheduling resource.
EFFECT: balancing the coefficient of successful data transmission and communication delay.
