Key block comprises: a first memory unit; first authentication unit, performing authentication based on the first authentication information; decoding unit decoding a second authentication information when the authentication performed by the first authentication unit, is successful; and a second transmitting unit directing the second authentication information to the locking and unlocking device. Locking and unlocking device comprises: a second authentication unit, performing authentication based on the second authentication information; and a blocking and unlocking unit blocking or unlocking a vehicle or room, when authentication performed by the second authentication unit is successful.
