SUBSTANCE: invention relates to mobile communication. Mobile terminal transmits the LAPI (low priority access indicator) information to the core network node. During the handover procedure, the core network node selects the target node of the core network using the LAPI information.
EFFECT: technical result consists in reducing equipment costs in the core network and providing efficient handover functions.
