SUBSTANCE: invention relates to communication. Provided is a device comprising: an acquisition unit configured to acquire first reception power information indicating the reception power in a terminal device of a reference signal for measurement transmitted by a target base station using a weighting set for beamforming, and second reception power information indicating the reception power in the terminal device of a reference signal for measurement transmitted by another base station using a weighting set for beamforming; and a control unit configured to calculate the reception quality of the reference signal transmitted by the target base station, in the terminal device on the basis of the first reception power information and second reception power information.

EFFECT: technical result is the ability to select a more desirable cell for a terminal device in an environment in which beamforming is performed.
