SUBSTANCE: terminal communicating with a base station comprises a high-level processor module, configured to implement one or more second physical downlink control channel (SPDCCH) settings through higher layer signaling from a base station and a receiving module, configured to perform SPDCCH monitoring, transmitted based on an extended subframe from a smaller number of symbols than a number of symbols corresponding to a subframe, and a resource block, set by SPDCCH channel setting, based on SPDCCH channel setting, SPDCCH channel is transmitted using control channel elements, which are formed by a plurality of resource element groups and in each of the resource block pairs set by the SPDCCH channel setting, group of resource elements is determined in association with a symbol in said pair of resource blocks.
