FIELD: space engineering.

SUBSTANCE: group of inventions relates to the management of the reconfiguration of the ground-based automated control system for space vehicles (GBACS SV). GBACS SV and method of managing its reconfiguration based on neural network technologies and elements of artificial intelligence using the knowledge base based on the blockchain technology, they use the neural network complex to control the directed reconfiguration of the GBACS SV. In the three-layer structure of the neurocomplex there are two functional circuits – observability and controllability. Element of artificial intelligence of the neural network complex is a self-learning module. Knowledge base is implemented as a distributed replicable database using the blockchain technology.

EFFECT: technical result of the group of inventions is the formation of an integrated multi-functional ground-space structure with a single information space with a dynamic control and measurement loop.
