FIELD: space.
SUBSTANCE: invention relates to aerospace engineering and represents ground-based automated system for control of spacecraft (SC CGBAS) of scientific and socio-economic purposes and measurements and its application method. In method of controlling by SC CGBAS for each time interval set on the basis of spacecraft control or carrier rocket flight or accelerating unit cyclogram, dynamically formed one working configuration of ground-based control systems (measurements) of single and unified set of said control and processing information, as well as means of computer networks and communication.
EFFECT: technical result is improved observability and controllability of SSC CGBAS.
