Performing the internal prediction or external prediction with respect to each of the said encoding blocks in order to generate the internal prediction image or the external prediction image according to the said encoding mode. Performing the code variable-length encoding with respect to the internal prediction parameter, used for the said internal prediction performance in order to generate the encoded data.

EFFECT: increase in the encoding and decoding efficiency with increase in the directional prediction modes number without increase in the computations amount.
