SUBSTANCE: moving image encoding device comprises a block dividing module for dividing an image that contains a luminance signal and a colour difference signal into blocks, each of which is a target block to be encoded; an encoding control module for determining an internal prediction parameter that is used, when performing an internal prediction process on the target block; a prediction image generating module for executing an internal prediction process on the target block by using an internal prediction parameter to generate a prediction image that contains a luminance signal and a colour difference signal; and an encoding module for encoding an internal prediction parameter for generating a bitstream.

EFFECT: reducing the amount of a code associated with the mode of internal prediction without reducing the efficiency of the prediction.
