Terminal monitoring device includes: a motion information collection unit configured to collect motion information indicating the user's movement near the terminal device; an exact definition unit, configured to accurately determine a specific user movement from the motion information collected by the motion information collection unit; a state information collection unit, configured to collect state information indicative of the state of the terminal device; and a decision unit, configured to decide whether a particular motion, precisely defined by the exact definition unit, is a normal motion, based on the relationship between a specific movement and state information collected by the state information collection module.
