FIELD: image processing means.

SUBSTANCE: invention relates to encoding and decoding of images. Image decoding method is disclosed, comprising: performing arithmetic decoding of the first flag, which indicates whether the absolute value of the target coefficient in the block of the target coefficients is greater than 1; performing arithmetic decoding of the second flag, which indicates whether said absolute value is greater than 2; generating coefficients in a block of target coefficients using the decoded first flag and the decoded second flag; performing inverse quantization of the coefficients generated using the decoded first flag and the decoded second flag to obtain residual data; and generating the reconstructed image block using the residual data and the predicted image block.

EFFECT: technical result is an image decoding method which is capable of reducing the amount of processing while suppressing a deterioration in coding efficiency.
