SUBSTANCE: invention relates to methods of encoding an image and transmitting a bit stream over a network. Method includes transmitting a bit stream over a network, where the bit stream is intended to encode a current block. According to the method, it is determined whether the previous block of coefficients, which was encoded immediately before the target block of coefficients, includes a coefficient having an absolute value greater than a threshold value. Based on the determination results, the first and second contexts to be used in arithmetic coding of the first and second flags of the target coefficient in the target coefficient block are selected. Threshold value is equal to 1.

EFFECT: reduced amount of processing without reducing efficiency of data encoding.
