FIELD: information technology.

SUBSTANCE: invention relates information technology and can be used in distributed information systems. For this, the method is based on certain procedures of statistical methods for managing networks with elements of a quasistatic method of managing flows of requests in a tier information and communication system and use of information about the quality of service applications for provision of information services in the information system. Adaptive flow control of requests in the information system in conditions of disturbances allows to reduce the downtime rate of those processors, where the service time of a request is less, and reduce the likelihood of sending requests to processors with poor quality of service. If a request is served with the required quality, then this direction is encouraged, otherwise it is penalized (statistical data change). To accumulate statistics, a matrix of probabilities is used to select the direction of transmission of requests. In order to form a distribution plan for requests, the data on the time of service by processors, load of processors, as well as information on channel utilization are taken into account.

EFFECT: technical result consists in increasing the efficiency of servicing requests by constantly adjusting the distribution plan of requests based on accumulated statistical data.
