SUBSTANCE: invention relates to radio engineering and can be used in radio communication systems when transmitting discrete messages. Clock synchronization device with the evaluation of the quality of the received message contains a serially connected pulse generator, a cyclic switch, set of periodically synchronized fronts of elementary parcels of parallel-connected generators of binary sequences, an adder of binary sequences, a synchronized clock pulse generator. Set of generators generates binary pulse sequences, the period of which is equal to the duration of the elementary premises, the duration of the pulses is equal to a given limited time interval, key is turned on between the accumulator of binary sequences and the synchronized clock generator, which is controlled by the resulting pulse level analyzer switched on at the output of the adder, which ensures synchronization of the clock pulse generator at time intervals, when the resulting pulse at the output of the adder is above a predetermined level, and stops the synchronization of the clock generator at time intervals when the resulting pulse at the output of the adder is below a predetermined level.

EFFECT: exclusion of the effect of random noise on the accuracy of clock synchronization when receiving discrete messages, maintaining synchronization during short and long interruptions of communication.
