SUBSTANCE: invention relates to drilling of boreholes with cutting and shearing bits and can be used in mining and oil and gas industries when drilling wells for various purposes. Stabilizing two-tier bit of cutting-shearing type includes lower drilling tier including stabilizers of lower drilling tier and cutting blades of lower drilling tier, upper drilling tier including shank, internal bore of bit, stabilizers of upper drilling tier and cutting blades of upper drilling tier. Cutting blades of the lower drilling stage and cutting blades of the upper drilling string are made symmetrically with radial cutters of the lower drilling stage and cutting elements of the upper drilling string. Stabilizers of lower drilling stage and stabilizers of upper drilling tier are spiral gaging surfaces. Stabilizers of upper drilling layer are equipped with high-resistant pins having calibrating action. Flushing holes are located in the lower drilling bit. Number of cutting elements on blades of the lower drilling stage is equal to number of cutting elements on blades of the upper drilling tier, in which a coaxial permanent magnet is located coaxially to the axis of the bit.

EFFECT: technical result is reduction of torque at drilling rig and prevention of possibility of torsional vibrations during drilling, causing breakage of cutting elements, improved parameters of flushing liquid, saving chemical reagents.
