SUBSTANCE: invention relates to the field of information technologies and is intended to create information support means for information and control systems. Method comprises steps of: obtaining data on the state of the domain, including information on information objects, processes occurring in the domain, links between information objects, structures of information objects, processes and storage of data; creating a projection of a fragment of a domain based on the obtained data, which is a set of structured data on information objects, processes and settings of universal storage units and data conversion; generating data management structure of information-control system in data storage; object domain objects are controlled and universal data storage and transformation units are filled with incoming state domain data; making decisions on control of information-control system based on data stored in universal data storage and conversion units.
