SUBSTANCE: invention relates to communication engineering, automation and information systems, namely to a controller performing functions of monitoring and controlling engineering infrastructure objects. Technical result is achieved due to the fact that the controller contains two independent computing units interacting via a wire communication channel: communication unit and data acquisition and control unit, one of which performs control functions of loads connected to controller, as well as receiving data from connected to it measuring devices, and the other performs functions of interaction with external agents of user, equipment, providing operation of these agents and allowing to generate load control commands.

EFFECT: simplification of control and monitoring controller, efficiency of control and monitoring functions of controller by connected loads, high speed of controlling loads connected to a controller and high speed of transmitting data from a plurality of connected measuring devices to user agents.
