SUBSTANCE: invention relates to computer engineering. System comprises: plurality of wireless user devices (UE); a first wireless network comprising a first plurality of wireless base stations (WBS) in a coverage area greater than a range of any one WBS, wherein the UE remain continuously connected to the first wireless network when the UE moves over the entire coverage area through the use of the cellular handover between the WBS; a second wireless network comprising a second plurality of WBS within a coverage area greater than any one WBS range, wherein the UE remain continuously connected to the second wireless network when the UE moves over the entire coverage area without handover between the WBS.
EFFECT: technical result consists in increase in spectral efficiency.
