Method includes: receiving, by a first network access device, first session control information from a network session control, wherein the first session control information is intended for the user plane tunnel request for the voice service of the terminal device; and transmitting, by the first network access device, a handover request to the first mobility management network element based on the first session control information and the first condition, wherein the handover request is intended for handover of the terminal device from the first network to the second network, and the first condition includes that the voice service can not be performed in the first network.

EFFECT: technical result is to provide handover in a network when the terminal device can not perform IMS voice service.
