A network handover method includes the steps of transmitting session control information to a network access device in the first network using a session control network element; transmitting a handover request via the network access device to the session control network element in the first network based on the session control information when the voice service cannot be performed in the first network; transmitting information indicating the network session control element with the help of the network access device, determining using the network session control element that the terminal has been handed over from the first network to the second network; and establishing a user plane tunnel for the voice service in the second network via the session control network element.

EFFECT: technical result consists in ensuring the execution of a voice service by a terminal device in a multimedia subsystem based on the Internet protocol.
