FIELD: image processing means.

SUBSTANCE: invention relates to means of encoding and decoding images for use in compression and recording of a dynamic image. Invention provides image encoding configured to divide an image into one or more slices, each of which includes a plurality of blocks, and encode each slice on blocks, includes a first encoding unit configured to encode blocks included in a first part of the slice, and a second encoding unit configured to encode the blocks included in the second part of the slice, wherein when the second encoding unit encodes the start block in the second part, the second encoding unit encodes the initial unit included in the second part by referring to the first quantisation parameter provided for the slice as the initial value, and to which the first encoding unit accesses, when the first encoding unit encodes the initial unit in the first part.

EFFECT: technical result is provision of parallel encoding/decoding as whole processing.
