FIELD: information technology.
SUBSTANCE: invention relates to encoding and decoding images. Image encoding device is disclosed. Device includes a filter, which performs filtration process on local decoded image, which is a result of summation of difference image, decoded from compressed data on introduced image, and a predicted image. Device has an encoder with variable-length encoding, which encodes with variable-length encoding, said compressed data and filter parameter used when filtration process is performed on filter, and which generates an encoded bit stream, in which are multiplexed encoded data on said compressed data and encoded data on said parameter filter.
EFFECT: high efficiency of encoding/decoding owing to reduced code volume required for encoding an offset value.
