FIELD: image decoding means.

SUBSTANCE: there is provided an image decoding method for decoding on the block-by-block basis an encoded image included in the bitstream, herewith the image decoding method comprises: performing arithmetic decoding on the current block to be decoded; determining if the current block is at the end of the slice; determining whether the current block is at the end of the substream when it is determined that the current block is not at the end of the slice, wherein the substream is a structural unit of the image, which is different from the slice; and performing arithmetic decoding on the sub-last bit and performing completion of the arithmetic decoding as the first completion when it is determined that the current block is at the end of the substream.

EFFECT: technical result is expanding the line of technical means for images decoding or encoding.
