Proposed device represents barrel mechanical, or barrel pneumatic or explosive gas mixes thrower with magazine, accumulation tray or drum, or without magazine, accumulation tray or drum for projectiles. Elastic explosive shell is made mainly in the form of a hollow sphere, an ellipsoid or a cylinder with an inner cavity containing an explosive gas mixture "fuel—oxidizing agent", as well as an initiator placed inside or outside the cavity.

EFFECT: technical result is a new method of limiting mainly aggressive, physical actions of rebellious crowd and device for implementing this method.
