SUBSTANCE: present invention relates to a static charge control device, in particular, to an electrostatic field creation device, in order to remove static material of any polarity from dielectric material, by placing this material in interaction area, which is under action of electrostatic field of antenna device.

EFFECT: technical results are achieved, consisting in effective neutralization of static charges of any polarity (positive and negative), wherein during operation of said device, when neutralizing electric charges accumulated on surface of dielectric, there is no "parasitic" phenomenon of charge exchange of dielectric surface by charge of opposite polarity, wherein using this invention does not need to blow the surface of the dielectric with which static electricity takes place, and there is no need to wet the surface of the dielectric.
