SUBSTANCE: group of inventions relates to radio engineering measurements and can be used to determine plumb deviation (PD), refinement of parameters of rotation of the Earth and for solving other geodetic tasks on water areas. In the method, comprising the steps of: receiving, by an antenna with a beam pattern upward on the moving platform (aircraft, balloon), over the earth's surface of direct signals having at least two different carrier frequencies transmitted by GNSS satellites, receiving an antenna with a beam pattern downwards on the platform of signals reflected by the earth's water surface and having at least two different carrier frequencies, comparisons of the carrier phases of the received direct signals and reflected signals on the carrier frequencies, and determination of the surface height from the comparisons of the section, when determining the height of the surface, calculating the geodetic coordinates of the lower antenna with an offset caused by the inclination of the reflecting sea surface relative to the reference ellipsoid, wherein receivers of GNSS signals transmitted by satellites are installed on n aircraft crossing airspace over the water area, based on the calculated geodetic coordinates of the mobile platform, calculating PD projections by latitude and longitude, wherein ionospheric error is eliminated by processing satellite navigation information by Precise Point Position method, additional support stations are arranged in the region to measure ephemeris errors and time scale deviation errors.

EFFECT: broader functional capabilities in determining PD with simultaneous increase in survey performance when performing Earth altimetry above the water surface.
