FIELD: control of unmanned aerial vehicles.

SUBSTANCE: invention relates to control of drones and remotely manned aircrafts, namely, to their control by cellular telephones. To this end, the cellular type communication system comprises a first layer near the ground, having a configuration, allowing to maintain communication with nearby cellular devices, wherein first layer located near the ground includes a first covering a certain area zone; at least one second layer, having a configuration allowing to cover substantially the same area as the area of the first zone, wherein the second layer comprises covering a certain area and located at a certain height above the ground area, wherein covering a certain area and located at some height above ground area of second layer is separated from said first covering a certain area zone and wherein said covering a certain area and located at some height above ground area of second layer is located substantially above ground surface. Said second layer has configuration allowing to maintain communication, and within this layer aircraft can be provided with reliable communication using cellular communication network, wherein the first communication protocol is carried out to exchange information near the ground surface, which occurs within the first covering a certain area of the area, and in which the second communication protocol is carried out for communication of information, which occurs within the above surface of the earth and covering a certain area of the zone of the second layer.

EFFECT: technical result is providing constant communication with a control center.
