SUBSTANCE: invention relates to communication and data processing systems, and more specifically to a device and system for controlling objects. According to the invention, the portable object monitoring device comprises a position determining unit for determining coordinates corresponding to the location of the given device using a local positioning system within the area covered by it; a set of sensors for recording parameters of said device, parameters of the monitored object and/or environmental parameters; a communication unit for communicating with the target information system and with neighbouring devices; and a control unit for obtaining, from the position determining unit, information on the location of the given device, receiving, from the set of sensors and through the communication unit from neighbouring devices, parameters of the device, parameters of the monitored object and/or environmental parameters, processing the obtained parameters and information on the location of said device and sending information about the location of said device and information on processing results through a communication unit to the target information system.

EFFECT: technical result is broader functional capabilities and high accuracy of monitoring and analysis of data.
