SUBSTANCE: invention relates to radio electronics and can be used in systems for locating mobile personnel. The technical result is high efficiency of monitoring in order to control the movement of mobile personnel when carrying out routine and periodic tasks, monitoring intrusion in residential and nonresidential buildings and controlling parameters of engineering system objects, tracking courier deliveries or shipment of high-value cargo, dispatching public or special-purpose motor transport and personal vehicle security systems. To this end, at each facility 2, a mobile employee with a visit recorder 3 falls within the radius of a transponder 4, as a result of which information on the visit to said facility 2 is transmitted to the visit recorder 3. When the mobile employee carries out any technological operations (on, off switching, etc.) at said facility, information on the operations carried out by the mobile employee and on the state of the actuating mechanism of said monitored facility 2 is transmitted to the visit recorder 3.
