SUBSTANCE: communication control device comprises: a height difference calculating unit for calculating the difference between the height of the reference point for calculating interference power, including information on the height of the first radio communication system, and the height of one radio communication device from the second radio communication system comprising a plurality of radio communication devices, sharing a frequency allocated to a first radio communication system; a power calculating unit for determining maximum allowable transmission power in a second radio communication system such that the aggregated level of interference caused by transmissions of the interference source occurring at the reference point, meets the requirements for the tolerable level of interference in the first radio communication system, using one or more radio communication devices, for which said difference is less than a predetermined value, as an interference source.
EFFECT: technical result of invention consists in calculation of maximum permissible power of transmissions and with low computational load in order to avoid interference between local communication networks in one radio communication system.
