SUBSTANCE: group of inventions relates to control of external facility based on bioelectric data. Disclosed is a system for realizing a method, comprising: a means of collecting bioelectric data when the operator performs at least one of the specified actions by the operator; means for extracting features describing the obtained bioelectric data of the operator in the collected bioelectric data based on the predetermined feature extraction rule; means of determining action templates corresponding to said mentally executed action, control commands generating means based on the received action template with provision for its transmission to the controlled external facility, wherein the said system additionally comprises a retraining facility, which, if the parameters of the said control command, which is transmitted to the controlled external facility, differ from the parameters of the corresponding reference control command of this external device, is more than the specified value, is made with possibility to obtain the characteristics, corresponding to said control command, from means of determining action templates in response to corresponding request from controlled external facility and retraining said template classification model, used in means of determining action templates, based on said obtained features. Invention also discloses a system for realizing a method, comprising: a means of assessing efficiency, which is configured to evaluate the efficiency of said action.

EFFECT: group of inventions provides high accuracy of identifying actions of an operator, as well as improved identification of actions of an operator by eliminating artifacts from bioelectric data of an operator.
