FIELD: cybernetics.

SUBSTANCE: invention relates to cybernetics and can be used as a cell of neuron-like networks. Device comprises an input unit, which includes an input sign signs installer and a multichannel random number generator, unit for setting and normalizing weight coefficients, comprising a multichannel random number generator, unit for calculating input signal parameters, adder of parameters of input signals, unit of summation of signals of external factors, signer and level of influence of signals of external factors, two adder of state, unit of initial state of NLU, a single-channel random number generator, a switch, a memory unit, a NLU state change analyzer, a neural-like network self-adjustment unit, a clock pulse generator, NLU critical state level setting unit, NLU state level and output state analysis unit, control unit.

EFFECT: technical result is creation of NLU, which enables to implement neuron-like networks based on it for solving tasks of open complicated systems (OCS) and assessment of degree of optimality, provide for specified accuracy of self-tuning neuron-like network, provide both positive and negative relationship with other neuron-like units of network, take into account the NLU susceptibility to external signals relative to the constructed network, as well as enable to obtain a negative evaluation of the functioning of the analyzed OCS with the state of some NLU below a given level, critical for a certain OCS.
