SUBSTANCE: invention relates to a means for decoding an image. Decoding a block to be processed using a first decoding process including a transform process. Decoding a block to be processed using a second decoding process not including a transform process. Decoding a block to be processed using the second decoding process is possible by applying to the block, at least a second decoding process to be processed using an intra prediction mode in which a pixel not included in a block to be processed is used, or a second decoding process using a DPCM process based on a pixel included in a block to be processed. A first flag independent of the prediction mode information about the prediction mode is decoded, the first flag being used to determine whether or not to apply a second decoding process using the DPCM process to a block to be processed.
