Image encoding method comprises: a predicted block generation; a residual block calculation; quantized coefficients calculation by conversion and quantizing the residual block; encoded residual block calculation by inverse quantisation and inverse transformation of quantized coefficients; generating a unit coded through time; determining whether the shift processing is required to generate first flag information which indicates the determination result; shift processing on the unit coded through time when it is determined that the shift processing is required; and encoding with variable word length on quantized coefficients and the first flag information.

EFFECT: high image quality during its encoding and decoding.
