SUBSTANCE: invention relates to the field of devices for personal hygiene. The floating rotating structure for a shaving device or massager contains the first and second hinges and an elastic element. The first hinge has a through first mating groove. The upper part of the second hinge has a mating part. A bounding structure is made between the first mating groove and the mating part. The mating part is provided with the first central hole. The elastic element passes through the first mating groove and the first central hole of the second hinge. The two ends of the elastic element are respectively pressed against the two outer components connected to the first hinge and the second hinge, respectively. The invention also includes a shaving device and a massager.

EFFECT: self-adaptation between the shaving cutting head or massage head and the user’s skin to improve the user’s experience when using personal hygiene devices.
