SUBSTANCE: method for creating a cartographic and geodetic base of a land cadastre belongs to the field of photogrammetry and geodesy and can be used in the development of basic geospatial information of the land cadastre and cartographic and geodetic support for high-precision mapping of territories. The method for creating a cartographic and geodetic base of the land cadastre includes the stages at which land plots of built-up areas of the area with a geographic name or their own name are allocated on a public cadastral map, the boundaries of each allocated area of a built-up area (AABA) are marked, aerial photography is performed using manned and/or unmanned aerial vehicles. Then, the images of the best quality and relevance obtained by aerospace means of remote sensing of the Earth are selected at the AABA, mutually corresponding tie points in the image overlap zone are found, image transformation elements are determined for stitching them in the established standard scale of the cartographic base, the images are stitched into a single raster seamless model separately for each university. The coordinates of the characteristic points of the boundaries of the AABA are determined, the resulting raster seamless model is combined for each AABA with graphic information about the characteristic points and boundaries of land plots of the public cadastral map. At the same time, a photo library of images of characteristic points is formed by ground and/or aerial photography of the locations of points in the form of a square photo strip, then a form of metric characteristics of land plots is compiled, then a photo library of images of characteristic points and a form of metric characteristics of land plots are digitally documented. After that, for each university, a geo-information register is created, including a photo library of images of characteristic points and a form of metric characteristics of land plots.

EFFECT: increasing the reliability of information on land plots, as well as ensuring a reduction in the time required for metric description and accounting of land plots in built-up areas.
