The formation of permanent storage warehouses is carried out in the following sequence: strips of removal of the fertile soil layer (FSL) are separated by a bulldozer to concentrate it in piles, followed by shipment by an excavator onto a conveyor to move the FSL to the permanent storage site and laying with a spreader in strips on the territory of the FSL warehouse until application to the waste dump. At the final stage of mining technical reclamation after the end of mining operations, the FSL is loaded from the warehouses with EKG-5A excavators through a self-propelled bunker onto a conveyor and dumped using a spreader, and then the soil layer applied to the surface of the dump is leveled with a bulldozer.
