SUBSTANCE: invention relates to construction and can be used for the construction of buildings and structures, including in places with undeveloped energy supply infrastructure, and using environmentally friendly energy from wind power plants for operation. The structure of the construction and energy complex additionally includes a water electrolysis plant located on the roof of the building, generating hydrogen from the excess electricity not consumed by the building, a gas electric generator located on the roof of the building, using hydrogen from the water electrolysis plant and a gas-air mixture from a fixed aerostat as fuel for generating electricity during the period of inactivity of the daisy-chain wind power plant. It also includes a tethered gas tank aerostat located above the building, for the accumulation of hydrogen produced by the water electrolysis plant.

EFFECT: ensuring uninterrupted power generation for the construction ecological complex, which includes a high-rise building and a daisy-chain wind power plant with a fixed aerostat.
