SUBSTANCE: invention relates to hardware, particularly, to rotary handles. Panel handle is made of handle 1, flange 2, having flange cover 3, and handle is connected to return spring 5 installed in flange. Flange is made hollow and in this cavity there is return spring 5 made in the form of at least one compression spring, spring leash 4 is made in the form of two coaxial rings, on the inner surfaces of which hook 8 means are located, for contact with hook means 9 of handle base 7, and outer side of each ring has at least one seat 6 for spring stop, and spring is located between seats 6, wherein leash 4 rings are mounted on handle base 7 and have the ability to rotate on this base.

EFFECT: invention can be used for installation of handles on window, fanlight, door and similar structures.
