SUBSTANCE: present invention discloses a parking brake control module and a rail vehicle, the parking brake control module comprising an air inlet port, a first air inlet port, a first air outlet port, a second air inlet port, a second air outlet port, and a valve block, the first air inlet contains an air reservoir assembly, the first air inlet is connected to the brake cylinder, the second air inlet is connected to the air inlet port, the second air outlet is connected to the parking cylinder; when the valve block is in the first operating state, the valve block is in communication with the air reservoir chamber and the first air outlet, and at the same time, the valve block is in communication with the second air outlet and the atmosphere, thereby realizing the application of the parking brake force; when the valve block is in the second operating state, the valve block is in communication with the second air inlet and the second air outlet, and at the same time, the valve block is in communication with the first air outlet and the atmosphere, thereby realizing the release of the parking brake.
