SUBSTANCE: invention relates to the field of communication systems. The network element of the mobile network performs the NAS procedure in several phases to establish a NAS communication session with the user’s equipment (UE) when there is no NAS security context. For the first phase, the network element receives the initial NAS message from the UE filled with a subset of the NAS protocol information elements (IEs) intended for security-related processing, selects the NAS security algorithm for the NAS security context, and sends a response to the UE that specifies the NAS security algorithm. For the second phase, the network element receives a subsequent NAS message from the UE containing the NAS message container, which contains the initial NAS message filled in by each of the NAS protocol IEs for the NAS procedure, and decrypts the NAS message container of the subsequent NAS message using the NAS security algorithm.

EFFECT: achieving improved protection of NAS messages (a layer without access).
