SUBSTANCE: invention relates to methods and equipment for encoding and decoding video and images, using segmentation into blocks. An encoder segments into blocks, using a set of modes of segmentation into blocks, obtained by means of combination of one or more modes of segmentation into blocks, setting a segmentation type. The set of modes of segmentation into blocks includes the first segmentation mode setting a segmentation direction and a number of segments for segmentation of the first block and the second mode of segmentation into blocks, setting a segmentation direction and a number of segments for segmentation of the second block, which is one of blocks obtained after the first block is segmented. When the number of segments of the first mode of segmentation into blocks is equal to three, the second block is a central block of blocks obtained after segmentation of the first block, and the segmentation direction for the second mode of segmentation into blocks is identical to the segmentation direction for the first mode of segmentation into blocks. The second mode of segmentation into blocks includes only a mode of segmentation into blocks, indicating that the number of segments is equal to three.
