When the number of segments of the first segmentation mode into blocks is equal to three, the second block is a central block from the number of blocks obtained after segmentation of the first block, and the segmentation direction for the second block segmentation mode is identical to the segmentation direction for the first block segmentation mode, second mode of segmentation into blocks includes only a mode of segmentation into blocks, indicating that the number of segments is equal to three.
