SUBSTANCE: invention relates to equipment for encoding and decoding video and images using segmentation into blocks. Result is achieved by the fact that the set of segmentation modes into blocks includes a first segmentation mode specifying the direction of segmentation and the number of segments for segmentation of the first block, and a second segmentation mode into blocks, which sets the direction of segmentation and the number of segments for segmentation of the second block, which is one of the blocks obtained after the first block is segmented. When the number of segments of the first segmentation mode into blocks is equal to three, the second block is a central block from the number of blocks obtained after segmentation of the first block, and the segmentation direction for the second block segmentation mode is identical to the segmentation direction for the first block segmentation mode, second mode of segmentation into blocks includes only a mode of segmentation into blocks, indicating that the number of segments is equal to three.
