SUBSTANCE: terminal device transmits a request message to the first element of a base network, using the first access technology. The request message contains indication information indicating that the mentioned element of the base network is allowed to modify the mentioned first access technology corresponding to a service flow. The terminal device, using the first access technology, receives a response message for the request message from the mentioned element of the base network. In this case, the response message contains a flow division rule, wherein the flow division rule indicates transmission of the service flow by means of use of the first access technology and the second access technology. The terminal device transmits the service flow based on the response message, using the first access technology and the second access technology.
