Method comprises: sending a path switch request message to an access and mobility control function, wherein the path switching request message is used to request the switching of at least one radio bearer (RB) of the terminal device from the second network device to the first network device, receiving the path switching response message from the AMF and determining, based on the path switching response message, the arrival time of the first packet, when the downlink quality of service (QoS) flow arrives at the input of the first network device with a first periodicity, wherein first packet arrival time is used for downlink scheduling, wherein the message with the response to the path switching request carries the arrival time of the first packet.

EFFECT: reduced signalling overhead and delay arising when receiving packet arrival time, thereby further saving system functions, and increasing system efficiency.
