SUBSTANCE: production of concrete and mortars based on cements. The method for activating the cement slurry includes the polarization of cement and mixing water by charges with different poles by creating an electric field voltage vector perpendicular to the water surface. A positive charge is attached to the cement, and a negative charge to the water. In this case, the charge potential is assigned less by 10-15% of the value at which a breakdown of the air gap occurs between the metal sieve of the container with cement and the water surface. A charged container of cement moves at a uniform speed and sifts positively charged cement particles over a negatively charged water surface. The speed of movement of a charged container with cement is determined by the rate of wetting of cement with water. The cement moistened with water is mixed until a ready-made homogeneous water-cement suspension of the required viscosity is obtained.

EFFECT: increase in the intensity of the cement stone curing in the initial periods of time (1-7 days), which in turn significantly reduces the time for the work production using concrete and cement-based mortars.
