SUBSTANCE: invention relates to data buffer management in a two-stage random access procedure. The technical result is a reduction in the likelihood of a conflict in the management of buffers in various random access procedures. The terminal side device receives the first uplink data from the first message buffer, where the first message buffer is a buffer dedicated to the first random access procedure, the first random access procedure is a procedure in which the terminal side device transmits the first random access request, transmits the first uplink data on the first uplink resource and receives response information, and the response information is the first random access response to the first random access request or the response to the first upstream data. The terminal side device transmits the first random access request to the network side device and transmits the first uplink data to the network side device on the first uplink resource. The terminal side device detects the downstream control information, where the downstream control information indicates the resource of the response information. The terminal side device receives the response information on the resource indicated by the downstream control information.
EFFECT: reduction in the likelihood of a conflict in the management of buffers in various random access procedure.
