SUBSTANCE: technical result is achieved by the fact that the terminal device receives from the network device configuration information corresponding to the uplink bandwidth portion (BWP), which contains sets of resource blocks (RB); obtains frequency-domain positions of a first frequency-domain resource and N second frequency-domain resources in an uplink BWP according to configuration information. First resource comprises a first guard band between two adjacent sets of RB. Each of the N second frequency domain resources is used to transmit a first physical uplink channel, which comprises one of PRACH and msgA-PUSCH. N is a positive integer.

EFFECT: enabling configuration of frequency domain resources of a physical random access channel (PRACH) or a physical uplink shared channel of a message A (msgA-PUSCH) and preventing transmission of PRACH or msgA-PUSCH by means of the guard band.
