SUBSTANCE: invention relates to video encoding and decoding. Technical result is provided by determining samples to be used for prediction in internal DC-mode, if the samples are in a row or column that is not directly above or immediately to the left of the current block. Samples can be combined with the current block in such a way that the last sample in the samples in the row above the current block is in a column identical to the last column of the current block, and such that the last sample in the samples in the column to the left of the current block is in a row identical to the last row of the current block.
EFFECT: high efficiency of encoding and decoding video.
